REF B IS NAVADMIN 313/18, PROFESSIONAL MILITARY KNOWLEDGE ELIGIBILITY EXAM BUSINESS RULES.// RMKS/1. This message announces Commander, Navy Reserve Force (CNRF) policy and guidance for calendar year (CY) 2020 Meritorious Advancement Program (MAP) for Selected Reserve (SELRES) Sailors and supersedes reference (a). 2. MAP intent. We continue to refine and improve the program to further empower command triads to recognize their most highly talented Sailors through immediate advancement. 3. Given the continued success of SELRES MAP through fiscal year (FY) 2019, we will take a substantial step forward in CY20 to expand the ability of the command triad to directly reward more top performing talent. This change allows for better alignment with Active Component and total force initiatives. 4. New changes for the SELRES CY20 MAP include: a. Shift of this year's season to align with season two of Active Duty MAP and the Navy-wide advancement exam (NWAE) cycle. This is the first step in our efforts to move to a two-season framework in which the MAP seasons overlap the NWAE and make clear the intent of MAP to select meritorious Sailors. This change will require command triads to select their most-qualified Sailors for MAP, without regard to the NWAE results, and does not relieve Sailors from the need to prepare and study for the technical ratings information tested by the NWAE. b. The SELRES MAP season will take place from 1 September to 30 October 2020. c. Redistribution Season. Redistribution Season is eliminated. Redistribution proved to be inefficient due to the small number of unused quotas. Unused MAP quotas will not be made available for redistribution following the regular MAP seasons, but will be rolled into the NWAE available quotas. d. Community Health. The enlisted community managers are laser-focused on community health and continue to ensure we do not take inadvertent risk in rating inventory or requisite experience. Additionally, SELRES MAP has controls in place to ensure we maintain a balanced and healthy advancement opportunity by rating. As such, allotted quotas to commissioned unit and augment units will now be referred to as "nomination opportunities" to manage expectations for ratings that are manned properly and may contain limited opportunity for meritorious advancement. 5. MAP eligibility. SELRES MAP is open to all Sailors who meet advancement eligibility requirements and are in a valid pay billet. Prior Service Re-enlistment eligibility - Reserve (PRISE-R) program Sailors who have not made their rate permanent prior to 1 July 2020 are ineligible. a. Sailors can only be meritoriously advanced one paygrade. Sailors in a frocked status are not eligible for advancement to the next higher paygrade until effectively advanced (i.e., frocked E-5 cannot be meritoriously advanced to E-6). b. MAP reduction of the 2-year time-in-rate (TIR) to 1-year TIR for all E-6 MAP candidates, is still applicable. The minimum TIR dates must be on or before: (1) E-6: 1 July 2019 or a BSO waiver is required (2) E-5: No TIR requirement (3) E-4: No TIR requirement c. Mobilized and Canvasser Recruiter (CANREC) Sailors. Sailors who are currently mobilized or serving on CANREC orders are eligible to compete for a SELRES MAP nomination opportunity. Mobilized and CANREC members are not eligible for AC/FTS MAP quotas. (1) Mobilized nomination packages may be submitted by the member's mobilization or active duty command, but must contain an endorsement from the member's respective Navy Reserve Unit (UMUIC) Commanding Officer. (2) CANREC nomination packages are to be submitted as provided in paragraph 6c below. c. In accordance with reference (b), Sailors must successfully complete PMK-EE for the desired advancement paygrade in order to be eligible for the Meritorious Advancement Program. 6. MAP Nomination Opportunities. The list of SELRES MAP nomination opportunities, as well as nomination package templates for commissioned units, Reserve Component Command (RCC) for augment units, and CANREC supported commands can be found on the Navy Reserve Homeport website at https://private.navyreserve.navy.mil/cnrfc/Pages/map.aspx. MAP nomination opportunities are allocated as follows: a. SELRES commissioned units. Nomination opportunites for commissioned units are based on each individual unit's E-4 and E-5 BA. b. SELRES augment units. Each RCCs nomination opportunities are based on E-4 and E-5 BA for the augment units within their area of responsibility. Each augment unit will compete for a nomination opportunity within their respective RCC. Each RCC will provide additional submission guidance on their MAP board for respective augment units. c. CANREC. Each Navy Recruiting District (NRD) will compete for nomination opportunities within their respective region (East or West). Navy Recruiting Command (NRC) HQ and PERS-9 are allotted one nomination opportunity. 7. SELRES MAP rates. All E4 and E5 rates are eligible for MAP, but selections will be controlled. All nominations will be submitted in accoradance with the timeline in paragraph 8 below. 8. Timeline. a. 14 July 2020: Deadline for augment units and NRDs to submit nomination packages to appropriate RCC or NRC region respectively. RCCs/NRC regions will provide submission guidance. b. 7 August 2020: All packages listed below are due to CNRF via the drop box tab on the Navy Reserve Homeport website at https://private.navyreserve.navy.mil/cnrfc/Pages/map.aspx. (1) Commissioned unit controlled. (2) Augment unit controlled - uploaded following the completion of echelon 4 RCC board. (3) NRC HQ, NRC Region, and PERS-9 CANREC nominations c. 24 August 2020: SELRES commissioned, augment units, and CANREC controlled nomination board convenes. 9. SELRES MAP package submissions/validation. a. Controlled MAP quotas submit via the drop box tab on the Navy Reserve Homeport website at https://private.navyreserve.navy.mil/cnrfc/Pages/map.aspx. b. SELRES MAP validation. Submit all MCLs to the CNRF POCs, listed below. 10.
